In direct response to the SUSTAIN Agenda of His Excellency, Senator Uba Sani (CON), the administration of Hon. Rayyan Hussein is executing a multi-dimensional framework to build sustainable wealth.
We are moving away from temporary palliatives toward sustainable wealth creation. By institutionalizing support for MSMEs, modernizing agriculture, and certifying our skilled workforce, we are building a Kaduna South where every household has the tools to achieve financial independence.
Strategic Financial Injections
The SME Growth Fund
To stimulate the local economy, the Chairman has executed a phased financial support strategy for small businesses:

The Initial ₦50 Million Grant
The first batch of our investment fund focused on providing direct grants to micro-enterprises to stabilize them during global economic shifts.

The ₦100 Million SME Expansion Fund
A massive second disbursement prioritizing youth and women-led businesses in retail, tailoring, and petty trading. This allowed them to restock inventory and significantly scale their operations.
Food Security & Urgent Intervention
Recognizing the pressures of the global food crisis, the administration has combined long-term agricultural support with immediate relief.
Direct Palliative Distribution
As an urgent intervention to fight hunger, the Local Government carried out massive, orderly distributions of food palliatives to the most vulnerable households across all 13 wards, ensuring immediate relief during harsh economic times.
The Agricultural Revolution
Supported by Governor Uba Sani, we empowered our local farming clusters:
- ✓ 3,000+ Farmers received high-quality fertilizers to boost yields.
- ✓ 1,000+ Farmers equipped with modern dry-farming and irrigation tools for year-round production.
The NBTE & NSQ Partnership
We are turning our informal expertise into global currency. Under the Ray-SCALE initiative, Hon. Rayyan Hussein brokered a landmark partnership with the National Board for Technical Education (NBTE).
National Skills Qualification (NSQ)
We are upskilling young artisans and issuing formal NSQ certifications. This bridges the gap, allowing our "informal" youth to qualify for formal jobs and international contracts.
Skills Center Rehabilitation
In partnership with legislators, we are rehabilitating existing skills acquisition centers to serve as modern laboratories for this certification process.
Grassroots Markets & Industrial Linkage
The "Weekly Market" Initiative
To decentralize trade and bring economic opportunities closer to the people, the Chairman officially launched the Weekly Markets in Barnawa and Kurmin Mashi.
- ✓ Job Creation: Provides 1,000 direct jobs and over 50,000 indirect jobs for traders and transporters.
- ✓ Affordability: Links local producers directly to consumers, significantly reducing the cost of essential goods.
The "Local First" Policy
We leverage our industrial heritage in Old and New Panteka to create wealth. Hon. Rayyan Hussein has enforced a mandate where all government furniture (including the 100 Benches Monthly project), medical supplies, and construction materials are sourced exclusively from local vendors.
